Project purpose

Develop and register national qualifications for Cable Jointing and Termination

 

Project rationale

The rationale is to:

  1. Recognise the skills and knowledge acquired by cable jointers
  2. Provide a benchmark for clients to judge contractors
  3. Enhance the image of the occupation /trade
  4. Provide guidance for education and training providers who will to develop courses
 

Project scope

African Cables who funded this phase of the project requested that the scope be limited to the medium voltage range of 11kV.

2006-5-30

The Manufacturing and ASsembly SGB has approved the submission with minor editorial changes. The qualification has no been submitted to the South African Qualifications Authority.

There are four stages in the registration process

  1. Technical evaluation
  2. Publication in the Government Gazette for public comment
  3. Submission for comment to a Consultative Panel
  4. Submission to SAQA structures, culminating in the Authority

We may be required to make adjustments in response to comments or supply additional information in response to requests at each stage of the process.

 

Recent submissions have been taking 6 - 8 months to be fully processed.

These are once again in EXCEL format to allow you to get an overview and be able to drill down to the detail as required. I have tried to optimise the page setup and printing. But it may not work for all printers

CHALLENGES

As reported at the workshop we have some interesting challenges to deal with:

  1. The qualification is at Level 4 and assumes that learners com from other trades or have some working experience with the process, ie jointer's mate
  2. The registered unit standards included in the qualification do not reflect the range of joints, cable types, voltages etc that the jointer has to deal with - we therefore developed one unit standard with high credits to reflect this additional experience. It proved impossible to develop unit standards for all the variations of cable type, joint type etc So this unit standard requires the presentation of a portfolio of evidence which will reflect the diversity of work undertaken as part of the final summative assessment.
  3. The registered welding standards have very high credits and the level and range of performance is more appropriate to a specialised welder that a cable jointer. Hence we also included welding within the large credit unit standard.
  4. Since the workshop I have split the unit standard for site and resources management in two on focusing on site management and one on resources management.
  5. The qualification still has high credit values but it really covers approximately 2 years of learning

Please note: these standards do not reflect what the training course must look like - they reflect what a cable jointer must demonstrate in terms of occupational competence. The development of training courses that lead to this level of competence lies with the companies and education and training providers

 NEXT STEPS

These drafts will be converted to a document format. Any comments received will be incorporated into the documents. The documents will be submitted to the Manufacturing and Assembly Processes Standards Generating Body at the meeting in May 2006. If approved they will then be submitted to SAQA for the registration process.

Between now and SAQA's public comment phase you have the opportunity to comment or request changes.
